The Global Timeline of Digital Nomad Visas

How the digital nomad visa went from a single pandemic-era experiment to 40+ countries in six years.

40 countries covered Jump straight to a country's visa details

Six Years, One Global Shift

In July 2020, no country in the world had a visa built for someone who worked for a company on the other side of the planet. By 2026, more than 40 do.

The digital nomad visa didn't exist as a category before the pandemic. It was invented, almost by accident, by tourism-dependent economies trying to replace lost visitor revenue with longer-staying remote workers who'd spend money locally without taking local jobs.

Barbados and Estonia both moved first, within weeks of each other in mid-2020, and still dispute which one was actually "first." A wave of Caribbean islands followed within months. Europe caught up through 2021 and 2022. Asia, slower to move, didn't really arrive until 2024. And the list is still growing: Bulgaria and Sri Lanka both launched programmes in early 2026, and the Philippines has had one "coming soon" since April 2025.

This is that timeline, country by country, with the actual launch dates, income requirements, and visa lengths as they stand today. We also cross-reference our companion guides on international schooling options and cost of living across 50+ destinations, since a visa is only the first piece of the puzzle.

Last updated 25-09-2026. Visa rules, income thresholds and fees change often, so always verify current requirements directly with the relevant embassy or immigration authority before applying.

๐Ÿ‡ง๐Ÿ‡ง Barbados

Launched July 2020

Welcome Stamp

Duration12 months, renewable
Income minimum$50,000/yr
Cost$2,000 individual / $3,000 family
StatusActive

Announced 30 June 2020 and opened applications before Estonia's visa went live, which is why some consider Barbados the true first mover.

๐Ÿ‡ช๐Ÿ‡ช Estonia

Launched August 2020

Digital Nomad Visa

DurationUp to 1 year
Income minimum~โ‚ฌ4,500/mo
Costโ‚ฌ90 (C) / โ‚ฌ120 (D)
StatusActive

Launched on 1 August 2020 and widely credited as the world's first dedicated digital nomad visa from an EU member state. It runs separately from e-Residency, and being an e-resident doesn't help your application. Barbados's Welcome Stamp opened applications a few weeks earlier, so the two nations still dispute the 'world's first' title.

๐Ÿ‡ฌ๐Ÿ‡ช Georgia

Launched August 2020

Remotely from Georgia

DurationUp to 1 year
Income minimum$2,000/mo
CostFree
StatusLargely obsolete

Launched as a pandemic-era workaround; today Georgia's standard visa-free entry for 90+ nationalities does the same job, so the dedicated programme is rarely used.

๐Ÿ‡ฆ๐Ÿ‡ฎ Anguilla

Launched August 2020

Work From Anguilla

Launched August 2020

CostN/A
StatusClosed

Bermuda's Work From Bermuda Certificate stopped accepting applications on 28 February 2025. Certificate holders had 90 days after their certificate expired to leave, or could apply for Permission to Reside on an Annual Basis. It's a good reminder that programmes launched as pandemic measures can close.

Visa-free stays were cut from 60 to 30 days on 15 September 2026, and visa-free entries by land are generally limited to two per calendar year, which makes the DTV the more reliable route for longer stays. No renewal process has been confirmed for when the first 5-year validity ends. Our Thailand visa guide for families explains the options.

Frequently Asked Questions

Which country actually launched the first digital nomad visa?

It's genuinely disputed. Barbados announced its Welcome Stamp on 30 June 2020 and opened applications before Estonia's visa went live. Estonia's Digital Nomad Visa launched officially on 1 August 2020, but Estonian officials point out the programme had been in development since 2019, well before the pandemic forced Barbados into a rushed launch. Most write-ups credit Estonia as "the first," largely because it was the first dedicated visa from a European Union member state, but the honest answer is that the two happened close enough together that "first" depends on which milestone you count.

Why did so many countries launch visas in a tight cluster in late 2020?

Nearly all of the earliest programmes came from small, tourism-dependent economies, Caribbean islands especially, that lost most of their visitor revenue overnight when the pandemic hit. A digital nomad visa was a way to attract longer-staying, higher-spending visitors who wouldn't need the tourism infrastructure (flights, short-stay hotels) to keep functioning at pre-pandemic volume. It was an economic survival tool before it was a lifestyle trend.

Why did some countries take years between announcing a visa and actually launching it?

Italy is the clearest example: the law was signed in March 2022, but the implementing decree that actually let anyone apply wasn't published until April 2024, a two-year gap. Costa Rica had a similar (if shorter) delay: law passed August 2021, applications didn't open until July 2022. This usually comes down to the difference between passing enabling legislation and finishing the administrative regulations, application portals, and inter-agency coordination needed to actually process applications. The Philippines has been stuck in this gap since its visa was created by executive order in April 2025.

Do these visas actually lead to permanent residency or citizenship?

Almost never directly. Most digital nomad visas are explicitly designed as temporary, non-immigrant permits that don't count toward residency or citizenship timelines, Estonia's is a clear example of this. A handful, including Portugal's D8 and Spain's, are more generous and can eventually feed into longer-term residency, which is part of why they're especially popular. Always check a specific country's rules rather than assuming, since this varies enormously and is one of the most consequential details for anyone thinking long-term.

What's the real range of income requirements across these visas?

It spans from effectively nothing (a few Caribbean programmes, such as Anguilla and the Bahamas, ask only for proof of remote income or funds, with no fixed figure) up to roughly $68,000โ€“$74,000 a year for Japan and South Korea. Most European programmes cluster in the โ‚ฌ2,500โ€“โ‚ฌ4,500 per month range. As a rough rule, Caribbean and Latin American programmes tend to have the lowest bars, while East Asian and Gulf programmes tend to have the highest.

Are any of these visa programmes at risk of being shut down?

Yes, and some already have been. Bermuda's Work From Bermuda Certificate closed on 28 February 2025, and Antigua and Barbuda's Nomad Digital Residence was discontinued on 15 November 2025. The Seychelles' Workcation programme, launched in 2021, was confirmed inactive by mid-2026, and Georgia's "Remotely from Georgia" programme is now widely described as obsolete. Programmes launched purely as pandemic-era emergency measures, rather than permanent immigration policy, are the ones most likely to quietly disappear once the country that launched them decides it has served its purpose.

The Bottom Line

Six years in, the digital nomad visa has gone from a novelty to standard immigration policy in over 40 countries, and the pace hasn't slowed: three new programmes launched between late 2025 and early 2026 alone. The pattern is clear even if the details vary wildly: island and tourism-dependent economies moved first and fastest, Europe built out a dense, interconnected network of options through 2021 to 2023, and Asia arrived late but is now catching up quickly.

If you're choosing between programmes, the launch date itself doesn't matter much, but it's a decent proxy for how mature and well-tested the application process is likely to be. Estonia, Portugal, and Croatia have had years to work out the kinks. Sri Lanka and Bulgaria, launched in early 2026, almost certainly haven't yet.
